Predicting the NFL’s 7 best offenses in 2025

Doing predictions is never an easy task, but something that seems to be a bit stickier year over year is NFL offenses. With how much investment gets poured into the offensive side of the ball, the top offenses remain at the top for longer. Teams with continuity amongst both sides of the ball really, but especially offensively will really jump into the top seven. Of course, the teams you think of will more than likely be in here, but there are some surprises as well.

Here are what I predict to be the top NFL offenses of 2025.

The more and more I thought about who would be in the top spot, every answer led me back to the Ravens. Not only were they one of the most explosive and efficient offenses in the NFL last year, they retain all of their critical pieces of the pie. The union between QB Lamar Jackson and OC Todd Monken has been insane since 2023, and last year the Ravens’ offense led the NFL in EPA per play and EPA per pass. They get back all their stars, such as RB Derrick Henry, WR Zay Flowers and TEs Mark Andrews and Isaiah Likely, plus paid starting left tackle Ronnie Stanley to retain his services. On top of that, their entire stable of backs are fully healthy now with RB Keaton Mitchell fully back from his knee injury, making the offense much more dynamic. Baltimore might have one of the most talented rosters in the NFL from top to bottom, and that puts them at the top of this list.

The Eagles are right up there with Baltimore when we discuss most talented rosters in the league, and even though there’s a potential step back looming with the hire of Kevin Patullo to replace Kellen Moore as the OC, this roster on the offensive side poses too many questions for the defense to answer. The best offensive line in the league is still buoyed by tackles Jordan Mailata and Lane Johnson, and their ability to create lanes (no pun intended) for RB Saquon Barkley make this offense one of the most imposing in the league. Barkley did get the added benefit of playing behind the Eagles’ OL, but there wasn’t a more explosive back in the NFL with that space. QB Jalen Hurts has been the topic of discussion for the ENTIRE offseason, but he is a talented downfield passer who can put passes in the area of WRs AJ Brown and Devonta Smith. There’s just too many questions for defenses to answer with the Eagles’ offense, which is why I have them at 2.

Yes, I know that the Bills don’t really have any answers in their receiving room outside of Khalil Shakir. However, the Bills are continuing to add layers and dynamics to their offense. The offensive line retains all of their starters from a group that finished second in the NFL in EPA per carry. Of course, their QB is the reigning MVP Josh Allen so that’s going to raise their floor and ceiling, but even without dominant outside receivers they finished ninth in Success Rate and second in EPA per play last season. With another year at the helm for OC Joe Brady, I don’t think the Bills will slip very far.

This is ultimately contingent on the health of QB Matthew Stafford, but if that ammortal chamber actually did it’s thing, the Rams’ offense should be incredible in 2025. One of their biggest issues last year was the lack of answers vs man coverage in the passing game. Against man coverage, Stafford was 29th in EPA per play among qualifying QBs. Their receivers were great against zone coverage, but man gave them problems. Enter Davante Adams, one of the most refined route runners in the NFL. His ability to create separation is going to create easy buttons within the offense, making this offense more dangerous. Stafford’s health is the big problem, but if he’s healthy the Rams offense should be fantastic.

Whenever you have the most dominant QB/WR duo in the NFL, you’re going to find a spot on this list. Joe Burrow and Ja’Marr Chase continue to be one of the most dynamic duos the NFL has ever seen, and their passing game is going to continue to be very good. In addition, WR Tee Higgins is back in the fold, and if both are healthy they’ll have an explosive passing offense. I have a lot of questions about their offensive line play and how they’ll be effective running the football being exclusively a shotgun offense, but they should once again be very good.

Despite all my reservations about the Commanders receiving core without WR Terry McLaurin and questions about LT Laremy Tunsil, the reason Washington is so high here is because of continued growth between the offensive coordinator and quarterback. Jayden Daniels is continuing to add on to his game (especially over the middle of the field) and his scrambling ability should still pop (even if it’s not league-leading like it was last season). The run game is still going to be a monster with Daniels as a run threat, but I do wonder who’s going to take the carries with RB Brian Robinson Jr. potentially on the trade block. Either way, this offense should still be good.

The brain drain of losing Ben Johnson and C Frank Ragnow knocks the Lions down a few spots, but this team is still going to be one of the best offenses in football. I think HC Dan Campbell had more of a say in the offense than given credit for, and after three years within the offense, QB Jared Goff has the complete mastery of the offense and will take on more of a role in the pre snap operations of the offense. The offensive line is still incredibly talented, supplanting losing two starters with highly touted young guys in Christian Mahogany and Tate Ratledge. Plus, the skill position groups are going to be great once again. Both dynamic backs David Montgomery and Jahmyr Gibbs are returning, and the growth of WR Jameson Williams will continue to add onto this offense. Will it be facemelting like it was last year? Maybe not, but this offense will be in the top ten once again.
